Sonja,
I've attached the RFP that we used. In order to really hit home the emphasis on neighborhood-led plans, we were specifically looking for consultants with facilitation skills as opposed to traditional "expert" planners. We screened out a few candidates based on their initial proposal, then I interviewed the remaining candidates, then our neighborhoods interviewed a few candidates from the pool (based on preliminary interview with me and my best estimate of a good match) and ultimately we let the neighborhood make the final decision.

Hi Sonja,
I did a significant amount of work with Indianapolis LISC on setting up the Great Indianapolis Neighborhoods Initiative (GINI.)  They did create an RFP to hire local consultants to facilitate the Quality of Life Planning process that is going on right now in six Indy neighborhoods.  The LISC, PO managing the program is Sara VanSlambrook, and I just sent her an email regarding you post.

Hi,

Sonja from Michigan LISC.  Does anyone have a RFP template for hiring a neighborhood planning consultant?  We are looking at funding a couple of neighborhoods to hiring planning consultants to assist them in developing comprehensive neighborhood plans.  I would like them to use a uniform methodology in selecting their consultants, and so want to provide an RFP to them to use.

Not wanting to recreate the wheel, and not knowing all of the questions I should be asking, I am seeking out existing "best practices" tools to guide me in creating our document.

Any assistance you can provide is greatly appreciated.
